It’s called rider area. The true measurement of a bmx size is from the middle of the bb to the top middle of the headtube. Top tube sizes are misleading. By raising the bars and flipping the stem you can run a shorter frame and have it feel longer without a ridiculously long stem and maintain a snappier wheelbase.
