This guys has it right. A haiku is typically 17 moras arranged in 5-7-5. However, moras are not equal in length to English syllables, so the 17 syllable haiku format is wrong. For example, this is one of the most popular Japanese Haikus translated to English:

old pond . . .
a frog leaps in
water’s sound

Though it does contain 17 moras, it has several less syllables. A haiku should also include a kigo, a word explaining or implying the season of the poem.

So essentially, the modern English haiku can contain UP TO 17 syllables, and it doesn’t necessarily have to follow a certain words/line criteria.
